The present study compiles and compares a brief history of the introduction of the blue judogi and discussions between its proponents and opponents. The blue judogi was originally proposed in 1986, and by 1993, the notion had been rejected twice in IJF Congress. However, Y. S. Park was elected IJF President in 1995 and the IJF Executive Committee (EC) supported the introduction of the blue judogi thereafter. Within 2 years the IJF Congress had approved the motion by a majority vote. An analysis of the IJF EC and of the opposing All Japan Judo Federation (AJJF) documentation revealed 6 arguments: a reduction in the incidence of misjudgment, survival as an Olympic sport, increased TV viewing rates and income, judo tradition and color, economic burden, and influence on contest outcome. However, neither side could present appropriate proof or support for their opinions. Therefore, their presentations might not be decisive factors for the voters.
